【FBI Arrests Two Individuals for Assisting CCP-Led Transnational Repression During 2023 APEC Summit】


On April 25, the FBI arrested two foreign nationals in Serbia for allegedly directing a cross-border harassment and intimidation campaign targeting individuals in the United States on behalf of the Chinese Communist Party (CCP).

According to the U.S. Department of Justice, the two individuals coordinated their schemes during the 2023 APEC Summit in San Francisco, as part of the CCP’s broader efforts in transnational repression. This case underscores the growing threats to fundamental freedoms posed by authoritarian regimes.

In response to the incidents during the APEC Summit, we have launched a joint research report with Students for a Free Tibet in July last year entitled "Exporting Repression: Attacks on Protesters During Xi Jinping’s Visit to San Francisco in November 2023."

This report documents acts of transnational repression (TNR) carried out by supporters of the Chinese Communist Party (CCP) against protesters during CCP General Secretary Xi Jinping’s November 2023 visit to San Francisco. The report reveals the involvement of the CCP’s “united front” network in the United States and how these groups and figures helped to interfere with protesters’ exercise of their free speech rights. The report also examines the response mechanisms of American policymakers and law enforcement authorities at both federal and local levels, providing a list of recommendations to federal and local authorities on how to address and prevent TNR incidents in the future.
